Coordinated by CIMEA, the project is implemented in cooperation with relevant stakeholders, as Bologna Follow-Up Group (BFUG) members, quality assurance agencies, national higher education institutions and other relevant authorities.
The project carries out various peer learning activities, surveys, online focus groups, workshop and webinars activities focused on four areas of intervention identified in Recommendation CM/Rec(2022)18 of the Council of Europe on countering education fraud:

4. monitoring of the phenomenon
Two main documents are developed as part of the Fraud-Act project:
• A study on transnational initiatives aimed at preventing academic fraud within the EHEA;
• A publication dedicated to promoting a holistic approach to preventing fraud and fostering academic integrity in higher education.

Launch of Bologna Follow-up Group survey
On 18 March 2026, a survey was shared with representatives of the Bologna Follow-up Group to identify governance mechanisms and data collection on education fraud within the European Higher Education Area. The results will be published in a comprehensive report, with the aim of promoting ethics, transparency, and integrity in higher education.
Reports on findings from Quality Assurance Agencies and Bologna Follow up Group members
Two reports will present the results of surveys addressed respectively to Quality Assurance Agencies and to members of the Bologna Follow up Group. The findings will map good practices and governance mechanisms for countering education fraud and promoting academic integrity across the European Higher Education Area.
Desk research on transnational initiatives to counter education fraud in the European Higher Education Area
This publication will show the state of the art, existing initiatives and networks and will contribute to better define the phenomenon of education fraud.
Publication on how to promote holistic approach towards countering education fraud and promoting academic integrity
This publication will draw on the information and data collected through two main activities:
-online workshops involving three national higher education institutions per partner country
-peer learning activities focused on the four areas of intervention outlined in the Recommendation CM/Rec(2022)18 on countering education fraud: prevention, prosecution, international cooperation, and monitoring.
